Elly Tierney’s engineering and construction expertise along with her passion for our community makes her exceptionally qualified to represent ALL of us as the next Alderman for Ward One.
Elly has been a long-time downtown Annapolis resident and business owner. She and her husband relocated from Washington DC to pursue her dream of owning a bed and breakfast after a 30-year career in engineering and construction. Since moving here, she has immersed herself in local city issues as she fell in love with Annapolis’ unique appeal and character. Having worked in construction for decades, she has a deep understanding of not just building but also of an aging city’s physical problems and the multi-disciplinary approach it takes to solve them. She believes that protecting historical fabric is compatible with economic development. This creates a vibrant and livable downtown for businesses and residents alike.
Elly holds a Bachelor of Science in Civil Engineering, majoring in Structural Engineering and a minoring in Construction Management. She is a member of the Chi Epsilon Civil Engineering Honor Society and Tau Beta Pi, the National Engineering Honor Society. She began her career after college with Turner Construction, a national builder. She started as a Field Engineer and progressed through other assignments including cost, estimating, and project management. Her expertise became preconstruction where she was a Preconstruction Manager for projects varying from 30 to 900 million dollars. She has won many staff awards in the course of her career. In 1995, she attended the Virginia Polytechnic Institute Satellite Program in Falls Church pursuing a Master of Science in Architecture with an emphasis in Historic Preservation.
Her past leadership roles include Conservation Commission, Parish Council, Annapolis Bed and Breakfast Association Secretary and a three-year term as President of the Ward One Residents Association President which ends on June 2017.
She is a member of:
Downtown Annapolis Partnership
Citizen Review Board Anne Arundel County Visitors Center

Caucus of African American Leaders
District 30 Democratic Club
She will put all of these skills into her position as your Alderman working to review critical infrastructure such as flooding, utility deterioration, and sustainability of the downtown area. This while working within the city's budget.
She and her husband Joe Tierney share their home and Bed & Breakfast on East Street with Maggie, their dog. They have four grown children.
